How do I move to other cells in spreadsheet using up down arrow?

In my Excel 2003, I can use arrow keys to move from cell to cell. In the
newest version, using the arrow keys moves the entire sheet around the
window. I can't seem to find an option for moving from cell to cell with
arrows.
Any help out there?

Press the Scroll Lock key. On a standard desktop keyboard, it's in the group
of 3 keys to the right of F12. If you're using a laptop, you may have to look
up in the mfg's documentation where that is on your keyboard.

Not sure about 2007, but it could be that your Scroll Lock is on on your keyboard.
