How do I enter info about what goes in a particular cell?
 

On Downloaded forecast template, when you hoover above some cells, you see a
"comments" box indicating what to enter in the cell. How does one edit/add
such comments.
I am not refering to "insert/edit" comments.

I'd guess those are DV input messages, created via:
Data Validation Input message tab
