Features greyed out

This is probably the first time I've tried to use macros since getting
my new PC a few months ago. So I've only just noticed to my surprise
that they (and other features) are greyed out:

On my old PC (from which I transferred all my old data) these are
fine.

Is there some obvious likely cause please? How do I fix?

I discovered that somehow it was caused by the shortcut. When I used a
new one made directly from Excel.exe, the features were accessible.

But the macro drop down list is empty. Where do I set Excel to point
at their location please?
