Where is this in Excel 2007?

Active-X Control ToolBox

It's on the Developers tab. To show the Developer's tab, click on the big
round Office button, click on Excel Options, and on the 'Popular' tab, click
Show Developer Tab in Ribbon. Then on the Controls group, click Insert, and
you'll see both types of controls listed.
