I am trying to add an addtional worksheet to a spreadsheet that currently has
14 tabs. The option for "worksheet" in Insert is greyed-out. I am using
version 2003.

Maybe the workbook is protected, try unprotecting

I would guess the workbook protection is enabled under
ToolsProtectionProtect workbook.
