vlookup, move down a row

I'm using a VLOOKUP formula to return values in a certain column, but I'd
like the formula to, when repeated, keep returning a textstring from one row
below in the column.
I want the workbook for this to be shared therefore I don't think I can use
a Pivot table, otherwise this would have been good
