How to set text color based on value in cell compared to constant
 
I would like to change the text color or cell color based on a comparison of
the cell value to a constant. The value in the cells are number inputs not
results of formulas.

Enter the value you want in the condition cell and format as you wish.

constant can be hard entered or a cell reference like $D$1
