excel 2007 Merge and Center button is unavailable

Why cant I use the merge and center command, even though the cells are
unlocked.
When I protect sheet I allow users to format cells , choose unlocked cells.

Count yourself fortunate.

Not finding that button will save you tons of grief later on.

I have been happily using the Excel Merge and Center facility in previous
versions of Excel with no trouble and it has been perfect for my needs
(displaying information/timetables, etc.). However, the Merge and Center
icon is unavailable and I really need it to be available.

My spreadsheet is not protected. If you can offer any ideas I will be
extremely grateful, otherwise I'll have to reluctently use a Word table.

Thank you!
