Keeping last row last

In Excel 2003, is there a way to keep, hold, lock the last row I have on page
1? I want to have the ability continue to add rows after that last row onto
the next page but keep the last row on page 1 exactly where it is.

Place a manual page break after the row in question.

I tried that and if I need to add a row above, it still moves to next page -
but thanks for your help, anyway.

You didn't ask for a row above!

You cannot freeze a row at the bottom of the sheet and enter rows above it.
