Can I insert/embed a word document in a single excel cell? a cannot use
hyperlinks as the recipients of the excel file will not have access to the
required network.

I would possibly be attaching one file per row of a spreadsheet.

Yes. You can do.
Go to Insert-- Object-- select Create from file---Click on Browse button
and select the file and ok-- put tikc mark on Display as icon then press ok
