FREEZING PANES
 
I am using Excel 2007 and have been able, on previous versions to freeze
panes at the top and sides before. On this version I do not have the option
of both.
Can anyone help ?

You find "Freeze panes" in the Window section of the View bar.

FREEZING PANES
 
Hi SMartin,
I had this problem myself.
Instead of just choosing just one cell to invoke "Freeze Panes", choose a
block of cells with the one where you want to implement the freeze and then
select Freeze panes. The "Freeze Panes " option will now appear.
