Default Opening file in Excel

When I open a file from outside of Excel (Excel is not yet running), the file
doesn't open unless I do something else, like click on the colorful Office
button at upper left. Anyone know anything about this unrequested feature?
If Excel is running, opening a file from the desktop or other folder works
fine.
