Close vs. Exit in 2007

I noticed that the two "X" in the upper right corner don't act the same.
Formerly the upper buttons closed all of excel and the lower buttons closed
only the active workbook.

Why won't excel close when I hit the upper "X"? How can I change this option?

I think this is a side effect of the "Windows in Taskbar" option.
