Default cell locking and sheet protection

Try this:

In a clean worksheet, select a range of cells (say C3 to F6).
Go to format cells protection, and uncheck locked.
Now to to tools protection protect sheet, and check [Protect worksheet
and contects of locked cells]
In [Allow all users of this worksheet to:] Make sure only [Select unlocked
cells] is checked.
Click OK
Now select edit clear all.
Excel has taken the liberty of changing all you unlocked cells to locked.

How can I stop this happening? I have locked and unlocked cells on my sheet
for a reason and this feature is a real nuisance. Is it possible to allow
people to change to contents of the unlocked cells but nothing else about the
cells?

Any advice greatly appreciated (Ideally I'd want something that works on any
Excel from 2000 on).

Regard
