margins and tabs within a cell
 

I am trying to move the margins and tabs within a cell. In word or in older
versions of excel a ruler would show me where these are and enable me to move
them. But in excel 2003 I cannot seem to get the ruler to come up and no
amount of request for help on "ruler" or "margins" or "tabs" has helped at
all.

There have never ever been margins in an Excel cell. I used version 3 and
all others since.
It just in not a word-processing application
look at Word and use tables.
