Excel 2000 Cell Comments Did Not Carry Over from Office 2003

Descriptive Cell Comments did not carry over when I saved an Excel 2003 file
as Excel 2007 (in Office 2007). I can re-instate the comments using
EditPaste SpecialComments, but I cannot view them after doing so. Please
adivse.
