how do i lock a picture in a cell
 

i want a pic in cell that resizes with cell

Pictures can't be "in" cells - cells can only contain formulas or
values. Pictures float "on top" of the worksheet cells.

If you size your picture to exactly cover a cell, you can right-click
the picture, choose "Format Picture", and in the Properties tab, click
the "Move and size with cells" option. This will cause the picture to
resize when the cell does.
