Copying conditional formatting to entire sheet
 

I've worked out how to format a row based on one cell in the row but when I
try to copy that formula to my entire sheet every row's color is conditional
to the value of the first cell, not the cell for each respective row.

Can you show what formula you are using?

Remove the "$" sign from the row ref in the CF formula,
eg instead of: =$B$1=5
change it to: =$B1=5
