How do I put a scroll bar within a cell to change its contents?
 
I have numbers entered in cells in excel and I want to be able to change them
quickly (either bigger or smaller) by clicking on an up or down arrow which
is within the cell. How do I get the arrows?

Use a Spinner from the Forms Toolbar.
