I am looking for a template for a rack card...a single 8-1/2 x approx 3-1/2.
the type of cards you see in those visitor centers.

8 1/2" x 3 2/3" would be exactly 1/3 of an 8 1/2 x 11 sheet of paper.

But where do you find a sheet of paper exactly 8 1/2 by 11 inches? That
would be 215.9 by 279.4 mm. A4 is 210 by 297 mm.

That is commonly referred to as "Letter" in the US. And will be
available if you switch to US for the time you want to use it.
