How do I change the view in the formula bar for Excel 2007 to show the cell
reference values instead of the RC values? What are RC values?

Do you mean R1, C1 reference style that you or someone working with your
copy of Excel turned on?

If so, Office Button/Excel options/Formulas/Working with formulas Uncheck
R1C1 reference style
