2007 Compatibility Mode Difficulty

I have office 2007 and have created a number of forms in the compatibility
mode for excel 2003. I am discovering that some computers with 2003 can view
them with no problem but some others have format issues. The only way they
can view the forms in their original format is to download the compatibility
pack. Anybody have an idea what is happening?
