Default Password protected workbook crashes copying worksheet

We are running Office 2000 on a mixture of Windows XP and Vista OS's.
Most Office installations are SP1 but we have tried it with SP3 and the
problem was not solved.

We have some workbooks that require passwords to open. Even when the correct
password has been entered and the workbook opened successfully, we are unable
to copy whole worksheet to the current workbook. We are right clicking on the
sheet tab and choosing Move or Copy and then ticking the option to Create a
Copy.
Excel then says it has encountered a problem and must close. The even viewer
shows the following:-

Faulting application EXCEL.EXE, version 9.0.0.6627, time stamp 0x3d1d2570,
faulting module EXCEL.EXE, version 9.0.0.6627, time stamp 0x3d1d2570,
exception code 0xc0000005, fault offset 0x003c36b2, process id 0xb14,
application start time 0x01c8a3968a06bf57.

This happens on any sheet in the workbook.
It will allow us to copy the sheet to a new workbook.
If we remove the password to open the workbook - it works properly.

Can we retain our security and still be able to copy a worksheet within the
same workbook?
