Default Worksheet Question

I need to have a worksheet that performs the following action. Let's say the
first column will be an "on" or "off" field. One tab will be the "on" tab and
the other will be the "off" tab. I need to set up the worksheet so that if
the column changes value from "on" to "off" on one of the records, that whole
row moves to the next available line on the other tab of the worksheet as
needed.
I hope I am explaining clearly enough....
