How can buffer the row height of my data.
 
When working with tables in MS Word, you have the option to buffer the cell
so that there is a set amount of space above and below the work you enter.
The same functionality works with the Spacing option. My question is, is
there such an option within Excel?

As far as I know, inner margins cannot be fixed. Your can try this: Select
your rows and fix their heights. Then vertically align your cell contents to
the center.
