Fill Handle doesn't display - Allow cell drag and Drop option is c

I am unable to get the Fill Handle to display so that I can "Fill" my formula
down my 800 rows. I checked and double-checked in Tools, Options and the
Allow cell drag and drop box is checked. I also looked in Help but can't
find anything. Any ideas on how to get this option to be active?
