Default Any way to Display Comments when doing a Save as Web Page?

Excel 2003

I have a file with Comment set to display when you mouse over them. Is
there any way I can save this file as a web page and keep that functionality?

I haven't been able to find a way.

once the comment inserted in cell ..Edit comment | right click | go to
order | click Bring to front | now save as web page | but donot click
add to interactivity while saving as web page |
