How do I keep a cell reference the same even if a row is inserted?

EG. My cell reference in Sheet1 is ='sheet2'!$A$2 but if a row is inserted on
Sheet2 above relevant row the formula changes to ='sheet2'!$A$3.
I want it to remain the original reference regardless of any changes on
Sheet2.

How do I keep a cell reference the same even if a row is inserted?

=INDIRECT("'Sheet2'!A2")
would be one way to always point the link at Sheet2's A2
