Is there any way, for example, to have certain column widths from rows
1 to 40, and then have different widths from rows 41 on? How about some way of freezing what's above and then having different widths in the information below? |

Not really.
You could use merged cells (format|cells|alignment tab|check merge cells). But merged cells cause lots of other problems--sorting, copy|pasting...I wouldn't use them unless I absolutely had to.
