Why will this formula not return the correct date?
=IF(A3="","",IF(B3="",NOW(),B3))

Because either A3 is blank or B3 is not blank.

It does return the correct date, given the relevant inputs.

What do you have in A3 and B3, what result did you get, and what did you
expect?
