Excel 2007: How do I create a hovering (detatched) toolbar?
 
In Excel 2003, you could create a custom toolbar, then detatch it so that it
hovered over your spreadsheet, no matter where you navigated. I want to
duplicate that in Excel 2007.

Nope, can't do it. Microsoft decided those floating toolbars were adding
clutter to people's environments, so they took away the ability to create
them in Office 2007. You are not the only one who misses such features.

Is there any way to create it using Visual Basic to duplicate the flotation?

You could probably simulate it using a userform. Remember, VBA isn't magic,
it only does what Excel lets you do.
