How do I change the timezones in excel spreadsheets?

I'm working on a spreadsheet with a lot of data. It was created to
track some workers as they sign in and out of work. Heres my problem;
it's been edited/formatted so the time displays in military time...
Say when I click on 6:30PM, it displays 6:30:00 PM in the formula bar.
When I try to change it to a different time like 2:30, it shows 2:30
AM. Just to see what'd happen, I typed 22:30, and it immediately
changed to 10:30 PM after I hit enter... Does ANYONE know how to fix
this? I've tried everything including trying to display formulas to
see if I can change them, but when I do that, all it shows are a lot
of numbers and a decimal point. (0.770833333333333).. That's 6:30 PM.
HELP PLEASE.

Try changing the time display preferences in Windows Regional Settings.

Right click on a cell with the time in.

Click on Format Cells.

On the Number Tab, select Custom in the left pane.

Scroll down the Type Window until you see hh:mm and select it.

Then Click OK
