Excel 2003 file open with no data

If I click on a file to open, it will open with no data showing. Will open
properly if I choose the open option from the File tab.

Are you sure that the file was opened?

If you do file|Print preview, can you see stuff?

If yes, then maybe the sheet window is just off the visible screen.
Try:
Window|Arrange|tiled (and resize the way you like).

If the file is not opened, then...

Sometimes one of these works when you're having trouble with double clicking on
the file in windows explorer:

Tools|Options|General|Ignore other applications (uncheck it)

--- or ---

Close Excel and
Windows Start Button|Run
excel /unregserver
then
Windows Start Button|Run
excel /regserver

The /unregserver & /regserver stuff resets some of the windows registry to
excel's factory defaults.

Maybe one of these will work for you.
