Date and time differences revisited

OK Here's what I need.
Column A = Dates and times (in one cell)
B1 = FIXED DATE

C1 = Needs to equal the hours elapsed between column A and the fixed time in
B1.

Here's the catch: I only can count the hours elapsed of a 24 hour business
day. The dates and times in column A can be of any set (weekends and
holidays included).
