when mouse passes over button, no description is given
 

Originally, when I passed the mouse arrow over a toolbar button, a short
description of the button's function would appear. The description no longer
appears but I didn't do anything I know of to lose this feature.

checkmark - 'Show ScreenTips on toolbars"
