Default "Ignore other applications"

Hello,
I think that we all know the fix to the "I double click on an .xls file and
Excel opens but without the spreadsheet".

My Question is an extension to this in that is there a registry fix or AD
Group Policy that will stop this setting from being changed? The reason
behind this is that a user is (for whatever reason) changing this setting or
it is changing itself and I want to lock it down so that they don't raise
calls asking for me to come back and tick the dammed check box!
