Data Validation Drop-Down List

Hi there

I want to know if you can create a drop-down list which also allows the user
to enter in their own data.

eg: Users can enter whole numbers greater than or equal to 599 however if it
is less than 599 I want them to be able to select "<Quantitation Limit".
