Default Publishing Sheet to Web Page

Hello I've created a spreadsheet in Excel 2003 that I'm publishing to my
website and everything works good for my clients that have Excel 2003 already
installed. However the majority of my clients have older versions which
requires them to download and install the Excel Web Plugin which is okay as
well. However these users can't do anything with the data other than just
view it. I really need to give them the ability to print the sheet or even
cut and paste the data if possible.

What am I missing here, dose everyone need to have Excel 2003 to make this
page workable or is there another plugin that they need to install?
