Entering photos or pdf into a protected sheet

I am setting up a template which will be used by several people to track our
responses to customer complaints. The worksheet is setup to allow use of
some cells (unlocked) and not others (locked). The worksheet is then
protected.

Once protected text can only be entered into the unlocked cells, as
expected. Now the rub. I would like them to be able to enter photos into an
unlocked cell, but cannot figure out how to do it, unless the sheet is
unprotected.

Any help would be appreciated.
Thank you.

Cells can only contain values or formulae. Photos exist in the drawing
layer 'above' the cell layer.

When you protect your sheet, uncheck the "Objects" checkbox in the
Protect Worksheet dialog.

Note that the user can then paste the picture anywhere, not just in the
vicinity of the desired cell.
