Fixed Decimal stays on Excel 2007

am using Excel 2007 and it just started to divide every number I type in by
100 when I hit enter. So If I type in 200 and hit enter, I see the number 2
in the cell.

I have tried to turn Fixed Decximal off the tick changes but the "on" stays
ON
