Number format not being recognized when pasting value

Someone sent me a spreadsheet with lookup formulas already in place to fill
in values based on what was entered in a particular cell. He had been
cutting and pasting information into this worksheet for a long time without
any difficulty. As long as the numbers being pasted were in "number" format,
a "lookup" formula in an adjacent cell supplied the correct entry, based on
the pasted value.

My problem is after giving me a copy of the worksheet, I tried to repeat
the procedure he did but when I paste the numbers, nothing is returned in the
adjacent "lookup" cell. If I completely re-type the same number rather than
paste the number, the lookup value in the adjacent cell comes through. I am
making sure that the cells I am cutting the numbers from are in the "number"
format. No one in our office can figure this out. There are A LOT of
numbers to insert and cutting and pasting has worked great for him for the
past year without incident. Please HELP!

What happens if you right-click the cell, Paste Special, and choose Text?
