Default Excel 2002 importing file origin is in japanese...

When I try to import data into an excel spreadsheet, the file origin is set
to Japanese. The File's origin and data is English. I've installed SP3 and
all available updates to Office XP. I have also manually edited the registry
per MS article ID 821456. What can I do to get Excel to import this file in
English:?
