Is there a control toolbox on 2007 or another way to create and format forms??

Is there a Control Toolbox on 2007
 
You can find it on the "Developer Tap" in the Ribbon. If you don't see it,
then you need to enable it.

Click on the Office Button
Click on the "Excel Options" button
Select the "Popular" Tab
Check "Show Developer Tab in the Ribbon"
Click OK

I found it, thank you.

When I clicked ok, the following message appeared:

The server drafts location you entered for offline editing is not valid or
you do not have permission to access that location. Specify a location on
your local computer.

Any ideas??

The "Server Drafts Location" setting can be found in the "Save" section of
Excel Options. Make sure the location you have specified there is valid.
