You need to validate Office 2007 to download those templates.

The template you're talking about is not very involved. It has these
columns:
* Developer
* Application Name
* Version
* Serial #/Key
* Licenses Purchased
* Licenses Used
* Licenses Available

There are no formulas, number formats, or code in it. As far as
colors, you won't be able to replicate them in Excel 2003 even if it
is converted. Likewise, you will not have the structured table
functionality (column-wide formulas and alternating row colors), so
it's a moot point - just make your own.
