Problem with delays in Cut (Cntl-C) and Paste (Ctrl-V) in Excel

What causes and how do I fix delays in Cut (Cntl-C) and Paste (Ctrl-V) in
both Excel and Word? Delays (system appears to hang) of up to 25-30 seconds.
