How can I apply a formula to (an) entire column(s), with results applied to
individual rows? For instance, if I want every row to divide column D by C
and enter the result in column E. Do I have to enter the formula for each
and every row using the "=D2/C2" formula in the E2 column, then "=D3/C3" in
the E3 column, etc., one at a time?

I hope I'm being clear!

One way:

Enter

E2: =D2/C2

Drag the fill handle (lower right corner of cell) down as far as
required.

Another:

Select the cells to enter the formula in (say, E2:E1000 - you can type
that into the Name Box followed by Enter, to select). Enter

=D2/C2

and type CTRL-ENTER. XL will adjust the formula as needed.

You only need to type the formula once.

1. Hilight cells E2 thru say E100
2. type =D2/C2 but touch CNTRL-ENTER rather than just ENTER

The formula will be applied to all the hilighted cells with the proper
adjustments.

If you have data in column D, type the formula =D2/C2 in E2.

Double-click on the fill handle of E2 to copy down with cell references
incrementing.
