Do you mean that the value might be 12.6%, but this shows as 13% and
you want it to show as 12%?

If that is the case then you will need to amend your formula that
produces the percentage as follows:

=ROUNDDOWN(your_formula,2)

then copy this down the column if necessary. If you want to show 1
decimal place, then make it:

=ROUNDDOWN(your_formula,3)
