What's wrong with this formula?
Forecast

=IF(V$8="Actual",VLOOKUP($B$1&$A9,'New Financials
Template.xls'!Database,17,IF(V$8="Forecast",VLOOKU P($B$1&$A9,'New Financials
Template.xls'!Database,29,0))))

The word Forecast is in cell V8 and is formatted as text. All of the
vlookups work correctly where the word is "Actual", but when it's "Forecast"
it returns the value "FALSE"

You need at least a closing ")" and probably a 0 for the range_lookup on
your first lookup:

=IF(V$8="Actual",VLOOKUP($B$1&$A9,'New Financials
Template.xls'!Database,17,0),IF(V$8="Forecast",VLO OKUP($B$1&$A9,'New
Financials
Template.xls'!Database,29,0)))
