I want such a setting of mouse pointer that whenever I keep the pointer on
any file or folder it gets highlighted and opens only when I double click on that file or folder. |

That would be an operating system setting and that combination is not

How about single-click to select and double-click to open?
To change the number of mouse clicks required to open items Open Folder Options in Control Panel. Click Start, point to Settings, and then click Control Panel. Double-click Folder Options .. On the General tab, under Click items as follows, click the option you want.
