Formating Pictures
 
Can you send a clip art "back" to be able to see the data in the excel
spreadsheet like you would be able to do in Word? I'm trying to have a water
mark behind the words in excel.

Use FORMAT SHEET BACKGROUND. This should get you what you're looking for.

Formating Pictures
 
If you want the picture to simulate a printable watermark, insert it into the
Header or Footer using the picture btn. on the Header&Footer toolbar. Then
use the format picture btn. to resize it and change brightness and contrast.
You'll have to play with it to get just what you want.
